With an investment exceeding 1 billion Singapore dollars (about $743 million) over the next five years, the city-state is set to reinforce its standing as a global business and innovation hub.

Deputy Prime Minister Lawrence Wong announced this in his budget speech on February 26, 2024.  He highlighted the pivotal role AI is expected to play in shaping the nation’s technological landscape. The initiative aims to equip businesses with the necessary tools and resources and address the challenges many global leaders face in their AI transformation journey.

Nithin Chandra, the Managing Partner of Southeast Asia at Kearney, a global management consulting firm, emphasized the importance of this initiative. He said, “This will help ensure that businesses can capitalize on the opportunities afforded by technological advancements and capture new opportunities.”

As part of this comprehensive investment, Singapore is strategically focusing on securing access to advanced chips crucial for AI development. Wong emphasized the collaboration with leading companies, both local and international, to establish AI centers of excellence. These centers are envisioned to stimulate innovation, encourage companies to adopt AI solutions, and prioritize AI skills development to maintain a competitive workforce.

Jonathon Dixon, the Vice President and Managing Director of APAC at Cloudflare, a global cloud services provider, praised the initiative, stating, “This will incentivize companies to adopt AI solutions, prioritize AI skills to keep their workforce competitive, and encourage strategic partnerships and knowledge sharing across the industry, thus spurring overall innovation.”

Singapore is recognized for having the world’s fastest workers in adopting AI skills. It has strategically positioned itself to harness the potential growth AI can offer. Mao Gen Foo, Head of Southeast Asia at American experience management company Qualtrics, sees this increased focus and investment in AI as essential for Singapore to strengthen its position as a business and innovation hub.

The investment aligns seamlessly with Singapore’s earlier commitment to AI, evident in its 2019 national AI strategy. In December, the nation launched the National AI Strategy 2.0, an updated version outlining plans to harness and utilize AI effectively to empower workers and businesses.

To ensure the responsible use of AI, Singapore introduced AI Verify in May 2022, a groundbreaking AI governance testing framework and software toolkit for companies. The tool enables users to conduct technical tests on their AI models and record process checks, contributing to the overall trustworthiness of AI applications.

As Singapore’s focus on AI and machine learning continues, Pannie Sia, General Manager of ASEAN at Workday, an American finance and human resources software vendor, emphasizes the importance of sustaining this focus. “Sustaining focus on AI and [machine learning] will ensure Singapore’s prominence in technological advancements, strengthening its position as an attractive hub for businesses and talent in an increasingly digitalized global landscape,” said Sia.

Singapore’s approach to AI governance and ethics is reflected in the Association of Southeast Asian Nations’ guide, which recommends principles of transparency, fairness, equity, accountability, and human-centricity. The nation’s unique strategy strikes a balance between regulation and industry collaboration, fostering an environment where innovation can flourish without compromising on safety and responsibility.

The government is also collaborating with industry partners and educational institutions to develop AI-focused training programs and certifications. These efforts aim to create a talent pool of individuals equipped with the expertise needed to drive Singapore’s growth in the AI era.
