MIT releases white papers on AI governance policies to safeguard society

MIT has introduced a series of policy briefs designed to steer the governance of artificial intelligence (AI) within the United States. Spearheaded by a committee of MIT leaders and scholars, these briefs present a structured framework for overseeing AI while extending current regulatory and liability approaches in pursuit of a practical way to oversee AI. The primary aim is to fortify U.S. dominance in AI while mitigating potential harms and exploring AI’s potential societal benefits.

The main policy paper, “A Framework for U.S. AI Governance: Creating a Safe and Thriving AI Sector,” suggests leveraging current regulatory bodies overseeing relevant domains to regulate AI tools. The emphasis lies in aligning regulations with the intended applications of AI tools. MIT experts stress the importance of AI providers clearly defining the purpose and intent of their AI applications to facilitate fitting regulations.

Recognizing AI’s multifaceted nature, the policy brief acknowledges AI systems’ existence at different levels within a service stack. This acknowledgment prompts the need to delineate responsibilities, especially for providers of general-purpose AI tools, in cases where their technologies are implicated in specific issues.

Moreover, the policy brief outlines the necessity for auditing advancements in new AI tools, suggesting various paths for audits, whether government-initiated, user-driven, or via legal liability proceedings. It proposes the consideration of a government-approved “self-regulatory organisation” (SRO) akin to FINRA, focused specifically on AI, to bolster oversight capabilities in a rapidly evolving AI landscape.

The MIT committee’s efforts delve into nuanced legal matters, including intellectual property issues related to AI and the complexities of “human plus” legal concerns, where AI’s capabilities surpass human capacities, such as mass surveillance.

These policy papers address diverse regulatory issues, examining specific areas like labelling AI-generated content and scrutinising general-purpose language-based AI innovations. Additionally, they advocate for research on AI’s societal benefits, such as exploring AI’s potential to augment and aid workers rather than displacing them.

MIT’s initiative signifies a concerted effort to bridge the gap between excitement and concern surrounding AI. While not aiming to stifle AI advancement, the committee emphasises the crucial need for governance and oversight, asserting that responsible AI development requires rigorous regulation and oversight.

The committee’s work, comprising experts from various disciplines, underlines the importance of academic institutions in shaping technology and societal interactions, advocating a holistic approach to policy making that considers both technological advancements and societal implications.
