Gemini Live is only available to Gemini Advanced subscribers. If you have not bought the premium tier yet, you will need it to upgrade to access this feature. Also, this feature is rolling out first to Android users. If you have an Android phone and an Advanced subscription, you may already have access. iOS users will get the Gemini Live feature in the coming weeks.
