We see that

4 Juice Glass = 28

Or

Juice Glass = 7

Now,

2 coffee Cups + Juice Glass = 17

2 coffee Cups = 17 – 7

                    = 10

Coffee Cups = 5

Next,

Coffee Cup + Coffee Mug = 9

Coffee Mug = 9 – 5

                  = 4

The final puzzle can be calculated as

Juice Glass + Coffee Cup + Coffee Mug – Juice Glass = ?

7 + 5 + 4 – 7

= 16 – 7 

= 9
